Where is Shiga,
and why go?
Shiga lies immediately east of Kyoto and surrounds Lake Biwa, Japan's largest lake. Otsu is beside Kyoto, while Hikone and the northern shore sit farther away.

JR Biwako Line trains reach Otsu, Hikone and Omihachiman from Kyoto. Rural lake areas may require buses or a car.
